The European vision for a post-war Ukraine is not one of neutrality or weakness, but of a defiant “steel porcupine, indigestible for potential invaders.” This powerful metaphor, coined by European Commission President Ursula von der Leyen, is the guiding principle for a delegation of leaders in Washington determined to counter Donald Trump’s peace plan.
Von der Leyen and her colleagues are in DC to support President Volodymyr Zelenskyy, acting as “bodyguards” against a deal that would likely weaken Ukraine by forcing it to cede territory. The “steel porcupine” strategy, in contrast, calls for a Ukraine with no limits on its armed forces, fully capable of defending itself.
As a staunch supporter of Kyiv’s EU membership, von der Leyen is advocating for a future where Ukraine is deeply integrated into Europe’s economic and security structures. She will use the meeting to remind Trump of the vast US-EU trading relationship, implying that a secure and prosperous Ukraine is beneficial for all.
This vision is shared by other key allies. French President Emmanuel Macron has also called for a strong Ukrainian army and robust security guarantees. Together, the European leaders will argue that true, lasting peace comes not from appeasement, but from ensuring Ukraine is too strong to be attacked again.
